Loewke Planning Associates was retained to perform a feasibility level review for potential wine-related industrial development on 25.4 acres immediately south of Napa County Airport, within Napa County's Airport Industrial Park Area, but outside the County Service Area which delivers utilities and services necessary to support development. Further complicating pursuit of economic development on this uniquely positioned property were out-of-date policies embedded in the Airport Master Plan calling for acquisition of the property for purposes of developing hangars and other facilities to accommodate airport-related fixed-base operators. Our analysis demonstrated that the property could accommodate approximately one-half million square feet of industrial warehouse development, while achieving full consistency with the latest FAA safety regulations. We successfully petitioned the Napa County LAFCO to place this property within the County Service Area, and consulted with County Airport staff to modify the conflicting language in the Airport Master Plan.
