Environmental Impact Report Addenda & Resource Agency Permitting

State Route 4 Bypass Authority - 2002-2003

The State Route 4 Bypass is a major transportation corridor planned to extend through the Eastern Contra Costa County cities of Brentwood, Oakley and Antioch. Originally conceived in 1993 the program was modified several times in the late 1990’s, and ultimately transformed into a phased highway construction program, principally funded through the collection of impact fees throughout the sub-region. Phase I of Segment 2 was constructed as a two-lane highway through northern Brentwood, following the preparation of an addendum to the original project EIR, endorsement of a Biological Opinion from the USFWS, and issuance of permits from the USACE. The 2003 update included several refinements to the program details, a complete wetland delineation and an environmental assessment for Segments 1 and 3, as well as coordination with numerous State, Federal, and local agencies. We coordinated these efforts to secure the necessary Segment 1 and Segment 3 Section 404 Permits from the USACE, based on Section 7 consultation with the USFWS. We also secured the necessary Section 401 Clean Water Certification permits from the RWQCB, and applicable Section 1602 Streambed Alteration Agreements from the State Department of Fish & Game. Segment 1 of the now completed State Route 4 Bypass extends from Highway 4, south to Lone Tree Way as a 4-6 lane freeway with multiple off- and on-ramps, providing access to eastern Antioch and western Oakley. Segment 3 now extends north from Vasco Road to Balfour Road, providing a limited access alternative route for traffic through downtown Brentwood on Highway 4.
